Tampa Bay opens the 2026 season on the road at Paycor Stadium, kickoff 1:00 p.m. Eastern Time on Sunday, September 13 (7:00 p.m. CEST), on FOX. As of this writing, DraftKings lines (via ESPN) have Cincinnati favored by 3.5 points with a total of 51.5, a number that says both offenses are expected to move the ball. Lines move between now and Sunday, so treat this as a snapshot, not gospel.
The matchup
Cincinnati's defense was the story of its 2025 season, and not in a good way: multiple sources describe the Bengals as ranked 32nd, dead last in the league, in most defensive statistical categories, the same spot they occupied the year before. Defensive coordinator Al Golden returns for a second season rather than being replaced, which means continuity for a unit that needs more than continuity. A high total on the Week 1 line reflects exactly that reputation.
That said, "worst defense in football" came with an asterisk: starting quarterback Joe Burrow missed nine games in 2025 with a turf toe injury that required surgery, which meant Cincinnati's offense spent much of the year unable to bail out its defense with points. A full season of a healthy Burrow changes that equation somewhat, but it does not fix a defense that allowed damage on the ground and through the air all year regardless of who was starting under center for the opponent.
Buccaneers start/sit/flex
Baker Mayfield, QB, start. A defense that finished 32nd against the pass a year ago, playing its second season under the same coordinator, is exactly the kind of Week 1 matchup a quarterback coming off a down year wants. No new injury concerns have been reported for Mayfield heading into the opener.
Bucky Irving, RB, start. Irving was full-go and unrestricted entering training camp after his 2025 ankle and shoulder issues. Against a defense that struggled across the board last season, a healthy Irving in Week 1 is a clear start in all formats.
Kenny Gainwell, RB, sit (flex only in PPR). Gainwell profiles as Irving's change-of-pace complement rather than a true 50/50 split. He is only worth a flex spot in deeper PPR leagues, and he becomes relevant for real if Irving's per-snap workload is managed early in the season.
Chris Godwin, WR, start. Godwin closed 2025 running a full route tree again with strong efficiency numbers, and no new injury has been reported for the opener. Against a defense that gave up plentiful yardage all of last season, a healthy Godwin is a comfortable start.
Emeka Egbuka, WR, flex (check the injury report before kickoff). Egbuka is dealing with a toe injury and is questionable for the opener as of this writing. If he is active, he is Tampa's clear WR1 target-wise and worth starting; if he is a limited or late scratch, downgrade him to a bench piece and treat Godwin and the receiver behind him as the safer plays. Check Friday and Sunday morning injury designations before locking your lineup.
Jalen McMillan, WR, sit. McMillan is uncertain for Week 1 with a knee issue on top of an already unsettled route in the offense after missing most of 2025 to a broken bone in his neck. Even in a plus matchup, this is too much uncertainty for a Week 1 start.
Cade Otton, TE, flex (streaming option only). Otton is a low-end streaming tight end against a defense generous to the position type in 2025, but he is not a must-start outside of deep or tight-end-premium leagues.
Chase McLaughlin, K, start. McLaughlin plays in a game with a 51.5-point total on the road, in a dome-free but warm-climate kicking situation, which is a fine floor for a kicker who owns an NFL-record 65-yard field goal on his resume.
Buccaneers D/ST, sit. Streaming a defense on the road, in a game with the highest total on the opening week's board, against an offense that gets its franchise quarterback back for a full season, is a bad process even before results are in.

Bengals players to start against the Bucs
Joe Burrow, QB, start (in any format where you own him). Burrow returns from his 2025 turf toe injury with a full offseason behind him, no new health concerns reported, and his customary Pro Bowl-level arm talent. Tampa Bay's secondary spent the offseason adding rookies, including cornerback Keionte Scott, who is already being talked about as a Week 1 contributor, which is the kind of inexperience an elite quarterback in a plus matchup tends to exploit.
Ja'Marr Chase, WR, must start. Chase caught 125 passes for 1,412 yards and 8 touchdowns in 2025 on his way to first-team All-Pro honors, and he enters 2026 fully healthy. This is a locked-in start regardless of opponent.
Tee Higgins, WR, start. Higgins posted 59 catches, 846 yards and 11 touchdowns in only 15 games last season, a touchdown rate that makes him a weekly threat, and there are no reported injury concerns entering the opener.
Chase Brown, RB, start. Brown finished 2025 as Cincinnati's entrenched starter, rushing for 1,019 yards on 232 carries and adding 69 catches for 437 yards, production that only improved once Burrow's replacements settled in at quarterback. Nothing about the Week 1 backfield picture in Cincinnati suggests that changes in 2026.
Tampa Bay's defense spent the offseason retooling around first-round edge rusher Rueben Bain Jr. and second-round linebacker Josiah Trotter, but a unit relying on rookies in the secondary against this passing attack is not a matchup to fade any of Cincinnati's top three skill players.
How to use this every week
This format repeats each week of the season: the matchup context first, then every fantasy-relevant Buccaneer with a start, sit or flex call and a reason, a summary table for a quick scan on your phone, and a short section on the opponent's players worth starting against Tampa Bay. Bookmark the shape, not just this week's answers, because by Week 2 several of these verdicts will already have changed.
